* Windows: Add special parameter types
Adding explicit parameter types now exposes this information in the
module documentation, and proves really helpful.
We only do this for non-string types as strings, mostly because strings
are implicit.
PS We also make copyright statements consistent and use #Requires for
explicit library imports

It translates to Start=SERVICE_DELAYED_AUTO_START in nssm.

Also, reformats the start_mode values into a list.
* Check Windows service status before nssm STOP
Add a condition on calling nssm STOP inside Nssm-Remove, to check whether or not a service has already been stopped. Currently nssm throws an exception:
