Having a comment or an empty line in /etc/crypttab results in an
additional empty line being added, because the newline that is part of
the line being read is getting re-injected in addition to the newline
used to concatenate the lines.

In python2 str gives byte string. In Python3 it gives unicode string so it
can't be written in a binary mode opened file.
Use to_bytes helper function to ensure content being written will be
properly encoded in both python2 and python3.
Made the following changes:
* Removed wildcard imports
* Replaced long form of GPL header with short form
* Removed get_exception usage
* Added from __future__ boilerplate
* Adjust division operator to // where necessary
For the following files:
* web_infrastructure modules
* system modules
* linode, lxc, lxd, atomic, cloudscale, dimensiondata, ovh, packet,
profitbricks, pubnub, smartos, softlayer, univention modules
* compat dirs (disabled as its used intentionally)
