Portions of the f5-sdk were removed as well as the netaddr library
and were replaced with libraries that are part of ansible. Additionally,
deprecated code has been removed.

The module was not correctly handling a certain state where the node
could be down, but the monitor was enabled on the node.
This patch fixes it.

The f5 module utils were using a file name that appeared to
conflict with the f5 python SDK's namespace. This patch just changes
the name of the included class to be f5_utils to avoid the issue
of namespace collisions
