This documents two common issues related to rebooting Windows systems.
- Updates can take a long time being applied during reboot
- Reboots can cause the WinRM service to start before system has settled
* Add elapsed return value to select modules
It can be quite useful to know exactly how much time has elapsed
downloading/waiting. This improves existing modules or updates
documentation.
* Ensure elapsed is always returned

* Windows: Add special parameter types
Adding explicit parameter types now exposes this information in the
module documentation, and proves really helpful.
We only do this for non-string types as strings, mostly because strings
are implicit.
PS We also make copyright statements consistent and use #Requires for
explicit library imports

This is part of the effort to make windows parameters conform to
other modules. Usually parameters don't include the unit in the
parameter name.

- Check-mode support, the module will now report as if it was rebooted,
without making the actual reboot.
- Async-support, this potentially fixes#23835
- The module now also returns the elapsed time, like the wait_for and wait_for_connection modules.

Especially when using Windows paths they easily get confused as escaped
sequences or unicode characters. So by default use raw strings
