This only works if supplying creates or removes since it needs
something to base the heuristic off. If none are supplied it will just
skip as usual.

Shell is implemented via the command module. There was a special case
in mod_args to do that. Make shell into an action plugin to handle that
instead.
Also move the special case for the command nanny into a command module
action plugin. This is more appropriate as we then do not have to send
a parameter that is only for the command module to every single module.
The command module docs were unclear. They talked about ignoring the user's environment which lead people to believe the user's environment variables were not used. In actual fact, the user's environment variables are used. They just are not expanded in the command.
This PR addresses two issues:
1. The hg module was added to command module's check_command list,
so if someone runs hg directly from the command module, the command
module would warn the user "Consider using hg module rather than running hg".
We address this by removing hg from the list.
2. We added a new note to tell users push feature will be addressed
in issue #31156.
This was discussed with the core team and removing this option was preferred.
For backward compatibility we accept the parameter, but warn the user instead.

This is required for modules that may return a non-zero `rc` value for a
successful run, similar to #24865 for Windows fixing **win_chocolatey**.
We also disable the dependency on `rc` value only, even if `failed` was
set.
Adapted unit and integration tests to the new scheme.
Updated raw, shell, script, expect to take `rc` into account.

A lot of modules use M(own_module) in their documentation causing a link
in the documentation to itself.

on python3, this means that we don't get bytes back by default. We
probably do want bytes here so modify our call to run_command so we get
bytes instead of text.

* Fix python3 by marking literals combined with stdout/stderr as byte
literals
* Mark parameters as type=path where appropriate
Some people use the command module to run curl not to
download file, but to interact with remote HTTP api, and the
get_url suggestion is not suitable. So adding uri in the warning
would give a more meaningful warning.
