Don't fail when policy, requestPayment, tagging or versioning API is not
implemented by the endpoint and if related parameters policy, requester_pays,
tags or versioning are None.
* Delete all versions and deletemarkers in S3_Bucket when force parameter is passed
* Fix PEP8 style conformance
* Clarify explanation of force parameter
* Move compare_policies and hashable_policy functions into module_utils/ec2
* Use compare_policies which is compatible with python 2 and 3.
* rename function to indicate internal use
* s3_bucket: don't set changed to false if it has had the chance to be changed to true already.
* s3_bucket: fix policy sorting for python3 so strings are evaluated as less than tuples.
Add tests to ensure this behavior is maintained.
* Fix s3_bucket comparison function to work on both Python 3.5 and 3.6
* s3_bucket: document that cmp_to_key is used for python 2.7.
Add another test for s3_bucket to compare policies of different sizes.

* Work around code-smell grepping by not using the word 'cmp'.
Refer to 689f135 for similar fix in s3 module. This change makes `OrdinaryCallingFormat` default for handling S3 connections.

If versioning is not enabled, then `get_bucket_versioning`
can return an empty dict.
If that happens, the code to enable versioning should still
run!
The logic for suspending versioning was also incorrect, so
have updated that too.
