RDS Group name in `describe_db_parameter_groups` does not accept
underscore in name. Replacing underscore with hypen which is allowed.

Module DOCUMENTATION should match argspec (#34895) 
* Module DOCUMENTATION should match argspec

Large update of many modules so that DOCUMENTATION option name and
aliases match those defined in the argspec.

Issues identified by https://github.com/ansible/ansible/pull/34809

In addition to many typos and missing aliases, the following notable
changes were made:

* Create `module_docs_fragments/url.py` for `url_argument_spec`
* `dellos*_command` shouldn't have ever had `waitfor` (was incorrectly copied)
* `ce_aaa_server_host.py` `s/raduis_server_type/radius_server_type/g`
* `Junos_lldp` enable should be part of `state`.

* Return some useful information, and document that information

* Add tests for rds_param_group

* Improve testing of rds_param_group

* Add purge_tags option for rds_param_group

* Fix remaining broken rds_param_group tests

* Ensure the group name is lowercased. Fixes integration tests when run on OSX

Will Thames 52accd7d1f Use connect_to_aws where possible 
`connect_to_aws` fixes a bug with security tokens in AWS.
Modules should use that rather than calling
`boto.x.connect_to_region`
