Previously, when the active SELinux value was the same as the desired value, regardless of the value of `persistent`, the module would simply exit successfully, assuming no need for update. Note that the persistent update mode, however, will still update the active as well as the persistent value. If this is not desired, it is possible to separately toggle the active value alone.
