* Create PanOS module documentation fragment
- Module documentation fragment currently holds 3 parameters
- It most likely won't be used in every single module since there is
some variance
* Modified PanOS module for use doc_frags
- Where documentation is consistent, module documentation now uses a
documentation fragment instead of all documentation being contained in
the module.
* Formatting and syntax error fixes
Updated some formatting errors to make ansibot happy.
* Revisions for grammar
Changes to the metadata format were approved here:

* Update documentation to the new metadata format
* Changes to metadata-tool to account for new metadata
* Add GPL license header
* Add upgrade subcommand to upgrade metadata version
* Change default metadata to the new format

* Exclude metadata version from ansible-doc output
* Fix website docs generation for the new metadata
* Update metadata schema in valiate-modules test
* Update the metadata in all modules to the new version
