This PR includes:
- Removal of maintainers that are listed as author in the module
- Removal of entries that do not extend the original author list
- Move ignored-statement to namespace/directory (where useful)
- In some cases, fix the authors-list or add missing github id
We end up with a list of exceptions/additions and a large set of
namespace/directory maintainers or team of maintainers.
Some entries could be further improved by discussing with some
maintainers.

- create slightly updated policy in that handles lists instead of a single string; the previous version's policy was being rejected if the key was new enough to have the updated base policy.
- removed `dry_run` conditionals, not committing the policy anyhow.

This function was copy/pasted throughout several Amazon modules. This
causes a consistency problem, since some improvements to message
formatting were applied to some modules but not others. Now all modules
use the same, improved function.
