Dag Wieers 487cf0ee8d Improve convert_bool error message
The error message as it was confused me when the value was 'enabled' and
there was also a module parameter named 'enabled'.

    enabled is not a valid boolean.  Valid booleans include: yes, on, 1, true, ...

So by clearly describing it as a value, the confusion would have been
avoided.

Toshio Kuratomi 883169ab6b Relicense convert_bool to 2-clause BSD
This code originated in module_utils/basic.py which was BSD licensed.
In moving it and making it aplicable to other pieces of code that were
using similar functions, I added onto it a little.

Toshio Kuratomi ff22528b07 Consolidate boolean/mk_boolean conversion functions into a single location
Consolidate the module_utils, constants, and config functions that
convert values into booleans into a single function in module_utils.

Port code to use the module_utils.validate.convert_bool.boolean function
isntead of mk_boolean.
